remove duplication between databases and main cloudy

Description

many ions, and a few molecules, are in the main code and these databases.

do we ONLY use the databases and delete the redundant code? This is best.

or do an option to use one or another.

We turn off the internal calculation of ionic cooling is that stage of ionization is included with chianti. Matt added code to supplement chianti with our higher excitation Opacity Project lines.
