remove these two sims from the test suite

coll_t4.in fpe in both vs and icl
limit_laser_200_low.in fep in icl

these sims become fully molecular quickly. the bug fixes introduced over the life of this version have exposed instabilities that were dealt with in C08 and newmole. C07 is not appropriate for conditions similar to these
